The government should not be allowed to collect and store more data before there is a legal and technical framework to protect such data. The citizen database is an example

States should:

Prioritise a one-to-one identification procedure in lieu of the one-to-many by evaluating the actual need and added value for data to be stored on a database

Establish enforceable safeguards pertaining to every step of the biometrics process, from collection to retention, with individuals right to privacy as the guiding principle;

Develop strict collection and storage systems which ensure that the original biological sample is destroyed once the digital template is created;

Ensure individuals have access to about their privacy and personal data rights, including by informing them upon collection of their data of the purpose and use of the data collected, as well as their right to access, correct and delete any data saved on their profile;

Limit authorised access to biometric data to specific actors, which access must be strictly based on the purpose for the collection, i.e. information collected for border management should only accessed by migration authorities;

Establish strict data retention permissions outlining the fixed time period for the destruction of each data set;

Develop secure physical and digital structure infrastructure;

Set up independent oversight and monitoring mechanisms to ensure accountability and responsibility of those collecting, storing and retaining biometric data.

For instance, U.S. constitutional jurisprudence on the right to privacy emerges from the political right to organise and to petition the government and to espouse your beliefs without having to disclose your name, dating back to a case where the State of Alabama compelled the National Association for the Advancement of Colored People (NAACP) to disclose its membership list.

When we think of democratic safeguards' we rarely think of privacy, but rather we think of fair justice systems, free and fair elections, transparent government, a free media, amongst other components of an open society. Privacy is considered rarely, except for occasional stories of Big Brother government, or as a consumer right. We have forgotten its importance to the protection of democracy. Now that our societies' infrastructure has dramatically changed through the expanded use of technology, our situation is even more precarious.

Informants and covert surveillance is no longer required when we have vast databases, telecommunications companies, and internet service providers who accumulate information on our political interests, hobbies, loves, hates, and fetishes.

If a scheme is applied across multiple organisations, behaviour in relation to one organisation might lead to a domino effect of 'cross-enforcement' activities, involving suspension of entitlements or benefits by other organisations. Individuals who cannot, or will not, use the prescribed system may become outcasts on the edge of society.

  • that people will be de-humanised by being reduced to codes;
  • that the system will enhance the power over individuals of particular organisations and the State;
  • that high-integrity identification embodies an inversion of the appropriate relationship between the citizen and the State;
  • that the system is a hostile symbol of authority;
  • that society is becoming driven by technology-assisted bureaucracy, rather than by elected government;
  • that exemptions and exceptions will exist for powerful individuals and organisations, and that the system will entrench fraud and criminality; and
  • that such identification schemes are the mechanism foretold in religious prophecy (e.g. 'the Mark of the Beast').
